You cannot have two apaches both listening to the same TCP/IP socket (ip
addr + port). That is like having two letterboxes with the same name on
them - how does the postman know which letterbox to put the letters in?

If you want to run two different instances of apache, they must use
distinct TCP/IP sockets, so either different IP addresses (if you want
both on port 443) or different ports (e.g. 443 and 8443) if you have
only one IP address.

If you want to have two or more SSL websites using only one IP and Port
then that is not possible.
