One way is to separate the SSL and HTTP docroots, e.g.

<VH ip:80>
  DocRoot /home/web/plain-http

<VH ip:443> 
  DocRoot /home/web/ssl

Then you simply can't access /home/web/ssl via plain HTTP because it's
not under that docroot.

If the SSL directory absolutely MUST be under the plain HTTP docroot,
then a redirect would be necessary, e.g.

<VH ip:80>
  DocRoot /home/web/html
  <Directory /home/web/html/ssl>
    Redirect / https://your-server/

<VH ip:443> 
  DocRoot /home/web/html/ssl

This would bounce a request to http://your-server/ssl/foo.html to

All this answers your first question (I hope). But then your second
question is a bit different [ the directory such that it can
ONLY be accessed by the link in a page...] To do this you need to block
access based on the "Referer" header. See for details, but basically you
want something like:

    SetEnvIf Referer "^http://your-server/" local
    <Directory /home/web/html/ssl>
       Order Deny,Allow
       Deny from all
       Allow from env=local

this directory using ssl? In other words, I know I can put a link on a
page that will link to an https:// url but is there a way to secure the
