Subject [users@httpd] failed graceful restart because of frontpage module, module limit

occasionally (not always) get the following error during the nightly restart for
log rotation, and activation of new dynamic config changes.

[Mon Oct 13 00:01:10 2003] [notice] SIGUSR1 received.  Doing graceful restart
[Mon Oct 13 00:01:10 2003] [error] Cannot remove module mod_frontpage.c: not
found in module list
httpd: module "mod_frontpage.c" could not be loaded, because the dynamic
module limit was reached. Please increase DYNAMIC_MODULE_LIMIT and recompile.

The majority of the time it reloads just fine.  Aside from removing frontpage,
any ideas?

Running on FreeBSD 4.x stable
