1) Does the folder have the correct permissions?  (chmod 755 in unix, read
and list folder contents by everyone in windows).
2) Do you have a page in there, specified in the DirectoryIndex directive?
(i.e. index.html, index.shtml, index.php, etc.)
3) If you want a directory listing of all files, without specifying any
DirectoryIndex, you need to create a <Directory> block and turn on Options
+Indexes (see
http://httpd.apache.org/docs-2.0/mod/mod_autoindex.html#indexoptions on ways
to customize the look).

Example for 2)

    DirectoryIndex index.html # index.php index.shtml

Example for 3)

    <Directory "/path/to/www/folder">
        Options +Indexes
        IndexOptions DescriptionWidth=* FancyIndexing FoldersFirst
IconHeight IconWidth NameWidth=* SuppressColumnSorting VersionSort
        Order allow,deny
        Allow from all
    </Directory>
