Just drop an index.html file in the DocumentRoot with the following
contents:

<html>
<head>
<meta http-equiv="Refresh" CONTENT="2;
URL=/cgi-bin/openwebmail/openwebmail.pl">
</head>
<body>
<p>Click <a href="/cgi-bin/openwebmail/openwebmail.pl">here</a>.</p>
</body>
</html>

You can do more complex stuff in httpd.conf, but this (IMO) is simpler.
