You mean "apachectl startssl"?  I wouldn't use that.  All it does is start
apache with the "SSL" variable defined.  If you always want to use SSL, go
through your config file and remove all the <IfDefine SSL> and <IfModule
mod_ssl> lines so that ssl will ALWAYS be started.
