Notice the URL in the URL bar is
http://66.87.83.15/cgi-bin/mil_civ.pl
after you follow that link.

This means that there is a redirect going on someplace.  Under many
circumstances, browsers will change POST to GET during a redirect.

You need to check your config to see where the redirect is coming from.
