no,
it is part of the logrotate package (for instance, on debian : 
http://packages.debian.org/cgi-bin/search_contents.pl?searchmode=filelist&word=logrotate&version=stable)
if you don't have it, try to find and install it. else you will have to use 
another solution.
sorry I don't know mac osX enough...
