nm i figured out the problem, i was using perl from msys, 
and not the perl from activestate, i downloaded the activestate
one and now the delay is < 1 second...

i didnt think it was a problem since i tried a bash script 
that had the same problem, but bash was also from msys 
(so there is some sort of problem running scripts 
from msys binaries for some reason)
