Your layout doesn't work if you want that to be transparent, you will have
to make an external redirect.

Having said that, what you do is this:

    RedirectMatch ^/$ http://www.server.com/dir1/

That will match the URI "/", and only that. Redirect will only anchor the
beginning, while this expression also anchors the end.
