I am definitely editing the correct httpd.conf file.

There are various sites running here we need the ErrorDocument 404 only for
a specific one.  Why would it be ignore that one if there is no other?

That's the apache page, not the MSIE page.  So your ErrorDocument is not
being picked up.  Some possibilities:

1. The ErrorDocument is not in the <virtualhost> block that the server is
using to serve this request.

2. You are not editting the correct config file.

Try using a global ErrorDocument 404 and see if that works.
