Not a good idea unless you intend to allow COPY, MOVE, MKCOL, etc.
Replace that last section with
<LimitExcept GET POST>
Order allow,deny
Deny from all
</LimitExcept>

As far as your original problem, that means that the user apache is
running under (see User and Group in httpd.conf) doesn't have permissions
to read the directory in question.  Doing "chomd +rx" to that directories
and its parents will probably fix it.
