Check the httpd.conf-dist that comes with apache and copy the settings for
the manual into your live config.  You are missing, at minimum, the
type-map association.

Or just access the manual online at httpd.apache.org or download the
windows help version from
http://www.apache.org/dyn/closer.cgi/httpd/docs/
