Subject [users@httpd] mod_proxy_ftp question

newbie question:
1. is mod_proxy_ftp basically using httpd to serve as a front end while proxying request to
another (real) ftp server?

2. can mod_ssl be used in conjunction with mod_proxy_ftp to enable  ftp/ssl as in rfc 2228
(http://www.faqs.org/rfcs/rfc2228.html) 

3. if (2) is false, is Covalent http://www.covalent.net/products/FTP/features.html a decent
addon for apache 2.0?
