Well, I solved my Apache firewall issues.

My thanks to the responses I got - the info on pinging with packet
sizes really helped the diagnosis.  (I forgot I could do that
honestly.)  Between that and MacSniffer I got it working.

Thanks and kudos to Josh!  I really appreciate the help.

The issue was this:

The router is using PPOE to connect to Ameritech.  It's MTU is 1492.

The webserver is and MTU of 1500.

Duh.  Bad match.

Changed the webserver to MTU 1492 for testing and it works just fine.
