I think the easiest way is to use a banner ad server like Adfu[0] (needs 
mySQL). Not sure though it'll automatically insert the code. Perhaps 
the OP could contact Tripod[1] and see how they auto-insert the code.

managed to automatically insert some code into every web page so that 
it either serves a pop up or inline. They also strip said code when 
using the online html editor.
