I'm afraid the /etc/init.d/apache restart kills and restarts:

    start-stop-daemon --stop --pidfile $PIDFILE --oknodo --retry 30
    start-stop-daemon --start --pidfile $PIDFILE --exec $DAEMON

1. Why could this be bad, actually?

2. There's a reload case, too (/etc/init.d/apache reload):

    start-stop-daemon --stop --pidfile $PIDFILE --signal USR1 --exec $DAEMON

HOWEVER, this is does not work for me: all the apache processes stay there, sleeping, while
new apache processes fork:

#ps -aux | grep apache
...
root     15488  2.7  1.2 76056 6220 ?        S    12:37   0:00 /usr/sbin/apache

and with every reload, this list grows at about 5-10 new items!!!! This may be also a separate
problem.
