Subject [users@httpd] User Dir's not displaying

Apache 2.0.40, RedHat Linux 9.0

the user dir's are set up thusly.

/home/susan/publich_html (which SHOULD give me a dir listing at 
http://joseph-a-nagy-jr.homelinux.org/~susan/) is symlinked to 
/var/www/html/susan/ Both the symlink and the target dir are chown -R 
susan.susan and have been chmod -R 755.

The settings for user-dirs as set in the httpd.conf file are:

The only user dir's that work are 
http://joseph-a-nagy-jr.homelinux.org/~karen/ and 
http://joseph-a-nagy-jr.homelinux.org/~janjr/

The permissions are exactly the same for those two and the rest of the 
dir's. Below is pertinent portions of the error log for this vhost.

I've done everything I can think of, too. Another problem is that there 
is a 403 Forbidden when trying to bring up the 403 Forbidden page so I 
added a custom ErrorDoc directive (standard text that says forbidden) 
until I get that resolved, as well.
