That is the problem. You have to enable PHP to work in the directory the 
files are really from (if that doesn't work, try enabling PHP for the 
target path (e.g. the path everyone see's)). I had a similar problem 
with re-writing a CGI script to path outside /cgi-bin. I had to also 
enable cgi for the target path.

There are Windows specific notes in the Apache documentation, other then 
that all features of Apache should work as advertised (just change the 
path names to the Windows equivalent).
