Although you found it out yourself, I'll provide the steps for others
interested. The follwing is a telnet session to www.nebol.se 80:

I take the chunked encoding and the missing Last-Modified header as
evidence that it is generated on the fly. 

As illustration, what they could do if this was a PHP script is to modify
it like this:
<?php
    echo
        '<frameset framespacing="0" border="false" frameborder="0">';
        '<frame name="top" target="hoved" src="cloak.php?'.
        'url=http://nebol.dyndns.org'.$_SERVER['REQUEST_URI'].'" '.
        'scrolling="yes" noresize></frameset>';
?>

And make sure any request is handled by it by using Alias or ErrorDocument.
