Although you found it out yourself, I'll provide the steps for others
interested. The follwing is a telnet session to 80:

<frameset framespacing="0" border="false" frameborder="0"><frame name="top"
target="hoved" src="cloak.php?url=" scrolling="yes" 
I take the chunked encoding and the missing Last-Modified header as
evidence that it is generated on the fly. 

As illustration, what they could do if this was a PHP script is to modify
it like this:
        '<frameset framespacing="0" border="false" frameborder="0">';
        '<frame name="top" target="hoved" src="cloak.php?'.
        'url='.$_SERVER['REQUEST_URI'].'" '.
        'scrolling="yes" noresize></frameset>';

And make sure any request is handled by it by using Alias or ErrorDocument.
