I do know CCS fairly well, but it really beats me how it could be utilized
in this case.

Let's say we have this document:

    <?xml version="1.0" encoding="ISO-8859-1"?>
    <!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Strict//EN" "...">
    <html xmlns="" lang="en" xml:lang="en">
    <link href="global.css" rel="stylesheet" type="text/css" />
    <body>Some body!</body></html>

How do you propose to edit 'global.css' to get a banner displayed on this
page? Better yet, how do we do it (with CSS) so that 'global.css' isn't
required to be linked in each document?
