I'm on windows, and yes, I can restart, but it has to be automated, and
restarting takes both CPU and RAM as well as time... It goes offline for
maybe ½ sec while reading (due to modules)...

I'd love to block IP's at system level... But how? Windows XP, must be
scripted (program execution is ok though)... Although, at some LAN's, I
might wanna be able to play games but block them from my Apache so they
don't download stuff consuming bandwidth or whatever...
