Your firewall should block a range of IP's or just only one. If you want a
good one gratis, you can get it at www.kerio.com

I've never noticed any offline time for Apache during graceful restarts
and I have a slower CPU and less RAM then probably most other people on
here.

That's beyond the scope of Apache. Perhaps you chould look at routers
and/or firewalls.

Playing games won't cause them to download anything from your website.
If you're playing games like UT or anything online that requires you to
download something, there is no way to prevent them from consuming
bandwidth. The best thing to do in that case is get a second account
with your ISP for just the Apache box.
