Apache doesn't lie here.  If it says ExecCGI is off, then it probably is.
So here are some things to try:

1. Look through your config file for other Options directives that may be
applying to this directory, and make sure they include ExecCGI.

2. Make sure you are modifying the correct config file and restarting the
server after making config changes.
