Neither Options FollowSymLinks nor AllowOverride work in <Location>
sections.  See:
http://httpd.apache.org/docs-2.0/sections.html#whatwhere

In addition, it is silly to put the Rewrite stuff inside a <Location />.
Just put it in the main server config (outside any section) and it should
work.
