That was one of the things I was considering, but I wanted to create a
directory specific error message so that each of my tomcat applications
would have their own custom site is down page.  Is this possible, or do
I have to rely on overriding the 404 error page?

Why not just configure a custom 404 (or whatever error is returned) 
error page with that message?
