I restart apache and after a couple of mins the samething.

I have set the Hard_server_Limit while compiling Apache see the httpd.h
file.
root@host [~]# cat /usr/local/apache/include/httpd.h | grep
HARD_SERVER_LIMIT
#ifndef HARD_SERVER_LIMIT
#define HARD_SERVER_LIMIT 1024
#define HARD_SERVER_LIMIT 2048
#define HARD_SERVER_LIMIT 2048
root@host [~]# ulimit
unlimited
