It means that the server/vhost is configured not to allow AddType &c to be
overridden in access files. In order to do that, there must be a directive

    AllowOverride ... FileInfo

applying to the directory in the httpd.conf. See:
http://httpd.apache.org/docs-2.0/mod/core.html#allowoverride

You'd generally want to do AddType in the httpd.conf.
