Uh... That's not an Apache bug; it's user error. Guaranteed. Most likely it
is perms on the script, the directory it is in, or one of its parent
directories. Check, double check, and triple check your script and directory
ownerships and permissions. Try su'ing to the user the web server runs as
and running the script manually.
