Put him in an ACL on your router or firewall.  (You DO have a firewall,
right?)

I have my firewall set to drop routes to IP's that try anything nasty
like looking for root.exe.

Is there anyway to restrict an IP address from accessing my web

I would like to restrict 12.238.*.*
This IP seems to visit every day and about every 15 to 30 minutes
doing
nothing be receiving errors.
