Now try
/usr/bin/perl /path/to/setup.cgi

Assuming that works correctly, do the following:
Open up setup.cgi in a text editor, remove the first line, and retype it
as
#!/usr/bin/perl
This will remove any non-printing characters that could have been
introduced during file-transfers.
