It is indeed possible to run cgi programs out of non-cgi directories.
What you need to look at is the CGI tutorial, which discusses the
methods of enabling CGI execution in cgi-bin (ie, ScriptAlias'ed)
directories, as well as in other (eg, HTML) directories.

That tutorial can be found at:
