Sounds like you need some traffic monitoring/shaping software/hardware.

The only way I can see this working _inside_ of Apache is to use mod_rewrite
to define a RewriteMap that uses an external program to say where to go.
Then the program tracks bandwidth usage per user per timeframe and either
gives the correct page or an error page.  This is all theoretical however,
as I've never actually done this.  But looking at Apache Server 2.0: The
Complete Reference, this seems possible.

(documentroot)/user can have a bandwidth quota of 500 mb per month?

Using apache 2.0 on Windoze.
