That's all good, but it sounds like he just wants to do localhost 
testing since he doesn't have a url so the vhost setup I would recommend is:

  <VirtualHost 127.0.0.1>
      ServerAdmin youremail@domain.tld
      DocumentRoot "/PATH/TO/ROOT/"
      ServerName 127.0.0.1
  </VirtualHost>

That is the local loopback and will ONLY be accessibly by you (hence 
127.0.0.1).
