Subject [users@httpd] Web Page delayed views

Hello everyone, maybe someone could shed some light on this problem:

We recently changed webservers to from Netscape Enterprise to Apache
2.0.45.  Whenever I edit a web page and FTP the same page back to the
server, the page cannot be viewed for about 4 - 5 minutes.  I get a
"This page cannot be displayed error message."  After about 4 minutes or
so the page will finally work.  Also, if I edit pages directly on the
server, the changes will not take effect for about 4-5 minutes, even
though I have cleared the browser cache and cookies.

No messages are being created in the error_log, but in the access_log
file, the requests that are generating the error look as follows:

For those 3-4 minutes it tries to GET the page "-".    
HostnameLookups are turned off.
OS is AIX 4.3.3.
