I don't know if there is a way to meter it this way,
but you can limit the bandwidth using the modules
in http://modules.apache.org, as a tip of Joshua.

A way to meter the traffic, may be giv to this domain/folder
anoter IP and use MRTG + net-snmpd to meter the traffic
in such IP.
