Do a 'more' on /usr/sbin/apachectl; what does the line HTTPD= tell you ?
It should look like

	HTTPD=/foo/bar/httpd

Does that file exist ?

	ls -l /foo/bar/httpd

What does that file output if you do

	/foo/bar/httpd -V
