The path name to the CGI script is /usr/local/apache/cgi-bin/mcount.cgi.
The path name to the web page with the directive calling that script is
/usr/local/apache/htdocs/tools/Testcount.shtml.

And each time I've modified the httpd.conf I've done a ../bin/apachectl
graceful that returned successfully.

No.  But a few points:

1. When you view-source, can you still see the SSI directives in the shtml
file?

2. What, exactly, is the name and pathname of the file?

3. I don't see the AddType directive; what does that look like?
