If your isp blocks port 80 and you have independent control
of your own dns you could configure
www.whateverdomainyou.like to another port in the services
section of the zone config file and thereby by pass the port
restriction. If you do not have independent control of your
dns then anyone with a dns  can help you out if you change
your dns provider.
