Have you tried to add a user and then log in as the new user? There are a
few methods in how the htaccess password is encrytped and store and if a
machine doesn't emply that method then the htpasswd file would fail. I
would try making a brand new htpasswd and compare the password encryption
and see if they are following the same format.
