Right, which leaves the available problem space:

1. He is not restarting apache after making changes to httpd.conf.

2. He is not editting the correct httpd.conf file.

Those can be tested by putting an obvious syntax error in httpd.conf and
make sure that apache complains.

3. The <Directory> section points to the wrong directory.
