The permissions and ownerships look fine for what you want to do.  I've 
done this exact sort of thing before and didn't need to change anything 
in httpd.conf to make it work.  The symlink did it all.

One other thing to look at.  Run "ls -l /home/hari/public_html" to make 
sure that the html files are world-readable.
