By "blocking script" you mean ".htaccess file" - correct?

Be careful - a script is an executable program (usually shell or perl or
something). It is never a plain text file (which is what a .htaccess
file is).

Anyway, you set up your .htaccess file as you have described, and then
your ISP has to put:

<Directory /path/to/your/docroot>
	AllowOverride Limit AuthConfig

in httpd.conf.
