Subject [users@httpd] IE cache

IE6 has the default setting 'check newer versions of 
stored pages *Automatically*'. This has a negative
effect whenb the web-server sends a page with the
headers Last-modified and ETag, in which case, IE is
not sending the HTTP request at all. When I change the
setting to 'Every visit to the page', IE then sends a
request with If-none-matched and If-modified-since
headers which is actually right.

The questions are:
1. How does IE take it for granted that the page has
not changed at all, it should atleast probe and find
out for HTML pages if not for IMAGES.
2. Whats the solution to this problem?
