Subject [users@httpd] mod_throttle problems

I'm currently running mod_throttle 3.1.2 on apache 1.3.27.  I can view the
throttle-status page, and my policies seem to be in place.  However, once
an entry exceeds its Volume limit, nothing happens.  It just keeps serving
normally.  Any suggestions?  Here is a snippet of my httpd.conf:

ThrottlePolicy None
ThrottleRuntimeFile /tmp/ThrottleRuntimeFile

<Location /throttle-status>
  SetHandler throttle-status
  AuthUserFile /etc/httpd/conf/.htpasswd
  AuthType Basic
  AuthName throttle
  Require user prator
</Location>

<Location /throttle-me>
  SetHandler throttle-me
</Location>

<Location /*/throttle-me>
  SetHandler throttle-me
</Location>

ThrottleUser prator Volume 10k 1d

<Directory /var/www/default/test>
  ThrottlePolicy Volume 10k 1d
</Directory>
