Thx everybody, the problem is now solved.

I can't tell what exactly making this error, but I can simulate this error
while
time to time un- and in- stall it.

Seems, if I have some other running services already occupied port 80 during
the setup process, the setup will firstly telling this error and will error
forever.
I guess, the configuration doesn't finished, but when this error occured,
the system
configuration process will not continue, so, error forever.

Simple to say, my assumption of solution is to ensure port 80 is available
before
the setup starts.
