The problem here is almost certainly that the directories /public and
/cgi-bin don't exist.  <Directory> sections point to FILE-SYSTEM
directories, not webpaths.  So you probably need something more like

<Directory /usr/local/apache2/htdocs/public>
Options -Indexes
</Directory>
