Why exactly do you want to install suexec on windows?  I can imagine
situations where it might be useful, but in most cases, people on windows
don't want that sort of privilege separation.

In answer to your question, I highly doubt that it is possible to use
suexec on windows, either directly or through cygwin.  It depends heavily
on the unix privilege model.
