What shell is this? In /bin/sh, it should be 

# SSL_BASE=/usr/local/openssl
# export SSL_BASE

Does "echo $SSL_BASE" return the correct path?
Does /usr/local/openssl/bin and lib exist and contain the appropriate
files?
