It's simpler than you realise - your htaccess file should look like:

	AuthUserFile /home/billp/public_html/webalizer/.htpasswd
	AuthGroupFile /dev/null
	AuthName "Enter Username/Password for Access to System
Statistics"
	AuthType Basic
	Satisfy All
	<Files foo.pl>
	  Require valid-user
	</Files>

That's all there is to it :-)
